Is 'No Child Left Behind' Act Unconstitutional?

Is the No Child Left Behind act unconstitutional? There are many who say it is, based on the Tenth Amendment to the Constitution.

Has the U.S. Dept. of Education been beneficial to our public school system? Or has it placed an extraordinary burden on the system that has helped lead to its demise?
